On December 9, Downing announced the passage of the Secure Rural Schools Reauthorization Act by the House GOP. In his tweet, he stated, “Tonight, @HouseGOP passed the Secure Rural Schools Reauthorization Act to extend the program through Fiscal Year 2026 and provide lapsed payments for 2024 and 2025. This is a game changer for rural education in the Treasure State.” The Secure Rural Schools program provides financial support to rural counties affected by declining federal timber revenue, which has been especially significant for Montana communities.
The following morning, Downing shared a lighter moment from Washington D.C., writing on December 10: ” A chilly day in DC, but warm smiles at Montana Coffee!”
Later that day, Downing highlighted another legislative effort related to natural resources and infrastructure. He wrote on December 10: “This bill is good for irrigators, good for taxpayers, good for the sturgeon, and ensures long-term operational and financial stability for the Lower Yellowstone Fish Bypass Channel. Honored to have such a great partner in Senator Daines to champion this legislation “ The Lower Yellowstone Fish Bypass Channel project aims to improve fish migration while supporting agricultural irrigation needs—a balance that has required federal investment and cooperation between lawmakers.
The Secure Rural Schools Act was originally established to assist rural communities dependent on national forest lands after changes in logging policy reduced their tax base. Reauthorizations like this one are often necessary due to fluctuations in federal funding priorities and ongoing debates over resource management.
