The Powder River Basin is a significant coal-producing region spanning parts of Montana and Wyoming. The federal government had previously imposed restrictions on new coal leasing in this area as part of broader environmental policies aimed at reducing carbon emissions from fossil fuels.
Downing’s proposal—H.J. Res. 104—seeks to overturn these restrictions with the goal of boosting local energy production and supporting regional economies dependent on coal mining.
