In his tweet, he wrote: “Huge congratulations to my friend @TheStacyZinn on her appointment to serve in the Montana State Legislature! No one is more deserving of this opportunity, and I know she’ll serve Billings well.”
Later that day, Downing provided an update on constituent outreach efforts for his district. He stated: “MT-02 wrapped! It’s been a busy year making sure your voices are heard. 11,078 calls and counting “ This reflects ongoing communication between Downing’s office and residents of Montana’s 2nd congressional district.
On December 4, 2025, Downing commented on recent legislative action taken by the House Republican majority regarding foreign involvement in U.S. education systems. He wrote: “Today, @HouseGOP voted to keep CCP influence out of the classroom and protect our education system from foreign adversaries. There is no place for CCP-backed programs in American schools, and we’re taking decisive action to put an end to it.”
The mention of “CCP influence” refers to concerns among some lawmakers about Chinese government-affiliated educational programs operating within U.S. schools. Legislative actions have recently targeted Confucius Institutes and other similar initiatives amid worries over potential propaganda or security risks.
Downing has represented Montana’s newly-redrawn 2nd congressional district since its reestablishment following the 2020 Census.
