Congressman Troy Downing has recently highlighted his legislative priorities and outreach efforts through a series of posts on social media. The tweets cover his meetings with tribal leaders, support for rural small businesses, and participation in local media.

On August 19, 2025, Downing shared that he had “Had an insightful meeting with the Ft. Belknap Tribal Council to discuss the Water Compact and how the Northern Montana Water Security Act can help. This bill is vital to settling the FBIC’s water rights claims and ensuring they have the resources and infrastructure needed to”. In this post, Downing referenced ongoing discussions regarding water rights for the Fort Belknap Indian Community (FBIC).

Later that day, Downing expressed appreciation for community engagement at a local event, stating: “Thank you to everyone who joined today’s roundtable in Havre. As a member of @HouseSmallBiz and @FinancialCmte, I’ll keep working to expand access to capital for rural small businesses through legislation like my Expanding Access to Capital for Rural Job Creators Act.” He underscored his commitment as a member of both the House Small Business Committee and Financial Services Committee.

On August 20, 2025, Downing announced his upcoming radio appearance: “Good morning, Shelby Montana! I’ll be joining KSEN AM 1150 at 6:50 AM MT, just in time for your morning commute.  tune in “

The Fort Belknap Indian Community’s water rights claims have been part of long-standing negotiations between tribal authorities and federal or state agencies. Efforts such as the Northern Montana Water Security Act aim to address these disputes by providing legal frameworks and funding for essential water infrastructure projects.

Expanding access to capital remains a significant challenge for rural entrepreneurs across Montana and similar regions nationwide. Legislative measures like the Expanding Access to Capital for Rural Job Creators Act are designed to reduce barriers faced by these communities when seeking business financing.
